to the Secretary of State for the Colonies.

Colonies No.129. Repeated to Peking No.35.

Your telegram of 9th July No.81. Maze (?)

sent his Secretary to see me on 2nd July confidentially

? with personal letters from Soong and himself asking

whether Hong Kong would sign Customs Agreement now (?)

It was obvious that this

subject to two amendments.

proposal, which was not submitted officially, was made

with a view mainly to damaging interests of Canton and

I replied to them that I vas against it personally

but that if the matter was pressed I would pefer it to

you. I have heard nothing; further.

I am strongly of the opinion that, in view

of relations now existing between Nanking and Canton,

it is undesirable to sign such an agreement at present.
